GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: At the GS-15 level: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 or equivalent to the GS-14, or its non-Federal equivalent that includes performing all of the folowwing duties : 1) Experience leading large user-centric application programs with measurable improvements achieved 2) Expertise governing enterprise APIs and reusable service design patterns 3) Demonstrated success integrating SaaS solutions into complex environments (Note: This experience must be demonstrated on your resume/supporting documents). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. The position is with the U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO), Enterprise Application Services Division (ENS). The primary purpose pf this position is to provide administrative and policy guidance regarding technical missions and objectives to deliver IT products and services that are consistent with clients' requirements.

Serves as primary leader and advisor to the ACIO and Deputy ACIO on all technical, technology, software, and system engineering matters.

Serves as the authoritative information technology counsel providing technical, system engineering, and technology guidance.

Directs and oversees the AgLearn program which provides e-learning, certifications, and learning management services to all employees.

Delivers IT products and services that are consistent with clients' requirements, that support Departmental activities and are integrated with other initiatives and activities.

Provides technical direction and guidance for organizational enterprise portfolio of applications and systems.

Develops, plans, coordinates, and implements policy in application specific areas; finding simplicity while implementing stable and cross cutting technology challenges that impact customers.

Provides expert knowledge on systems or policy proposals, and provides technical, policy and programmatic guidance to leaders at the most senior levels.

Implements, develops, measures, and assesses the health of systems engineering and technical management processes.
